Bikeability cycle training delivery agent.

Management-related services. Bikeability is the “cycling proficiency for the 21st century”. It is designed to give children and adults the skills and confidence to ride their bikes on today's roads. There are 3 levels of Bikeability which follow the national standard for cycle training. The national standard itself, which underpins bikeability, was developed by expert cycling organisations; road safety organisations, and the Governments of the UK. The Government is committed to supporting bikeability for the remainder of this parliament. The department is now seeking a partner to manage bikeability on its behalf, and manage the grant funding for child bikeability training in England from the start of the 2011/12 financial year. The amount of the grant available to be distributed will be 11 000 000 GBP in 2011/12, with further grant totals to be confirmed for 2012/13 to 2014/15. The department requires the contractor to provide a number of core services to both the department and bikeability partners. These are detailed in accompanying documentation. The contractor will also be expected to provide expert cycle training and delivery management advice to the department as required within the overall contract limit. Core services to the department will be: — Management of bikeability grant applications from local authorities — Liaison with the youth sports trust to manage bikeability grant applications from school sports partnerships — Payment of bikeability grants to local authorities and school sports partnerships — Monitoring grant expenditure — Maintaining the bikeability website: http://www.dft.gov.uk/bikeability/ — Maintaining a record of bikeability delivery data, including number of places delivered by local authorities and school sports partnerships, feedback from delivery parents, and future delivery intentions. — Project management of all deliverables, monthly reporting on outputs, and invoicing furthermore, the department wants to reduce the overall cost of core bikeability support services. Therefore we will also want bidders to seek opportunities for efficiencies to maintain service levels at lower costs. Core services to bikeability partners will be: — Registration of new bikeability schemes and national standard instructors — Re-registration of existing Bikeability schemes — Professional helpline services — Communications to partners regarding Bikeability, the national standard for cycle training, and relevant development in national and local cycling policy. — Bikeability award materials, procurement, order handling, and distribution. — Other Bikeability goods and materials Additional advisory deliverables will be agreed between the department and the contractor as discrete work items within the overall contract value as and when required by the department. The scope of these services will cover cycle training, management of delivery services, and data collection and analysis. Expressions of interest are invited to undertake this work.
