The ever changing national social care agenda continues to drive transformation within the authority and presents a range of challenges to deliver against. Effective social care case management and information systems are a vital element of this equation and are needed to support social care operational delivery, business management, and effective decision making leading ultimately to the delivery of successful safeguarding initiatives. To support the responsibilities of children’s services, the Authority wishes to procure software and associated technical implementation services for the support of children's social care: Examples of functionality that the Authority would expect to see include: — Demographics - names, addresses, ethnicity, DOB, relationships, — Reporting - statutory reports, standard reports, report creation tools, — Mobile working - remote access, offline/online working, digital pens/remote devices, — Integrated children’s system - compliance with national requirements, flexibility and customisation, — Case management - contract, referral and information, initial and core assessments, chronology, closure, — Children in need - child or young person’s plan, placement information record, child or young person’s care plan, child or young person in need review, child or young person’s child protection review, child or young person’s looked after review, — Looked after children - assessment and progress records, adoption plans, adoption reviews, permanence reports, pathway plans and reviews, closure records, — Child protection and safeguarding - conference administration, strategy discussions, section 47 enquiries, conference reports, — Courts - care plans, chronologies, core assessments, — Placements - family placements, residential placements, etc, — ECAF type functionality, — Financial management and monitoring - directorate budgets and costs associated with the delivery and commissioning of services for children, — Integration and interfaces - requirements to interface with internal corporate systems and external partner systems, — Any other software functionality fundamental to this requirement.
