Municipality of Capljina (the "Municipality") intends using the proceeds of a loan from the EBRD, and the EU IPA Grant administered by the EBRD, towards the cost of Capljina Water Supply System Project. Purpose of the Project is to ensure adequate water supply in Capljina (including Dubrave plateau and Trebizat area). Specifically, following works shall be executed in a course of the Project (the "Works"): • Construction of pressure pipelines and gravity distribution pipeline in approximate length of 13 km of size varying between 60-500mm (Dubrave Area); • Construction of main transportation pipelines and pressure pipelines in approximate length of 8 km of size varying between 100-400mm (Trebizat / Prćavci / Zvirovići); • Construction of one pumping stations and four water tanks various volume V=1000-1500m 3 (Dubrave area); • Construction of two pumping stations and four water tanks various volume V=200-1000m 3 (Trebizat / Prćavci / Zvirovići); • Construction of water tank V=3,800m3 (Centar Area); • Construction of distribution network in approximate length of 50km of size varying between 90-350 mm (Dubrave area); and • Construction of distribution network in approximate length of 31 km of size varying between 63-250 mm (Trebizat / Prćavci / Zvirovići). The Municipality now invites Expressions of Interest from suitably qualified firms or a consortium of firms, to act in a position as a Contract Supervisor for Works (the "Supervisor"). The process will have to comply with the Bank's Procurement Policies and Rules for public sector operations. The overall objective of this assignment (the "Assignment") is to ensure that the Project is successfully implemented within the planned time schedule, within the budget and to an acceptable quality. The Assignment will include the following tasks: i) review of the existing data for the Assignment (technical concept, detailed designs and technical specifications); ii) supervise contractors to carry out works in an effective and timely manner in accordance with the Contract terms and conditions; iii) providing timely recommendations and reporting to the Municipality on the contract administration process; and iv) if requested, the Consultant will help the Municipality to provide the Bank with data, advice and information in relation to the contract administration and supervision for Works. The Assignment is expected to start in June 2013 and to have an estimated overall duration of 18 months (plus 12 months Defect Notification Period). In order to determine the capability and experience of consulting firms seeking to be short listed and selected, the information submitted should include the following: a) Company profile, organisation and staffing; b) Details of experience or similar assignments (experience in construction supervision of a water supply systems – main transit (gravity and pressure) pipeline, distribution network, pumping stations and water tanks of varying size) undertaken in the previous five years, including their locations (the information submitted shall include for each project, as a minimum, the following: project title; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; location; start and completion dates; value; name of the Client; funding source; objectives and brief narrative description of the project, functions and tasks carried out, including applicable national and/or international codes and standards, and certification); c) CVs of key experts who could be available to work on the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities and objectives. The team shall be composed of a minimum civil, electro, mechanical and surveying engineers, in a number sufficient to meet the Assignment needs. They shall have a minimum of 5 years' experience of the activity, which they are proposed for in a similar position including: experience in contract supervision, experience in providing services of the Engineer as defined under FIDIC contract conditions; construction and supply experience gained in similar locations to the project sites); The expression of interest shall not exceed 25 pages (excluding CVs and contact sheet). One original and two copies of the expression of interest in English shall be submitted to the Client in an envelope marked "EXPRESSION OF INTEREST for BOSNIA AND HERZEGOVINA: CAPLJINA WATER SUPPLY SYSTEM - CONTRACT SUPERVISION FOR WORKS", to reach the Client not later than 11:00 (Local Time) on 30 April 2013. The EOI should be additionally submitted to the Client via email. Expressions of Interest submitted after deadline will be rejected.
