Polygraph Training and associated products and quality assurance provision.

Following a very successful pilot of polygraph testing sexual offenders in East and West Midlands Regions,the National Offender Management Services (NOMS) intends to train NOMS offender managers to become qualified polygraph examiners. The legislation to polygraph certain sexual offenders is contained in the Criminal Justice Act 2003 (Sections 28.29.30), and sexual offenders who meet the criteria will have a licence condition to take the polygraph. Once trained NOMS polygraph examiners will be required to carry out polygraph examinations on the offenders who are assessed as high risk of harm and high risk of reoffending. NOMS therefore intends to procure the services of a provider who can train its staff to the American Polygraph Association Standard. This will include the basic polygraph examination training and the Post Conviction Sex Offender Training along with the associated quality assurance and equipment provision.
