NOMS Co-Financing Organisation (CFO) provision for the European Social Fund (ESF) 2014-2020 Operational Programme. The purpose of this notice is to: — notify the market of the intention to seek prospective prime providers for the competition; and — promote the market engagement activity, — inform about the consultation opportunity. The focus of NOMS CFO is to help offenders move towards mainstream provision or into employment by addressing their barriers to work through facilitating access to comprehensive support mechanisms appropriate to their individual circumstance and assessed need. It is intended that this Notice will precede a Contract Notice being published to commence formal competition in the summer of 2014. The MoJ Procurement Directorate, as the Contracting Authority on behalf of the Secretary of State for Justice, will work closely with the NOMS CFO who are the commissioning body for NOMS European Social Fund (ESF) provision, in respect of this procurement. This working relationship is referred to henceforth as “the Authority”. Emphasis will be on those furthest from mainstream activity, with an additional focus on a number of specific hard-to-reach groups within each ESF Contract Area (ECA). Delivery is built around a case management model and operates across both custody and the community. It is envisaged that up to 70% of programme commencements will take place in custody, with a focus on through the gate activity (complementary to Transforming Rehabilitation delivery). The remaining commencements will take place in the community. It is expected that as the programme progresses, the delivery split will become 50:50. The Authority will be awarding one contract for each ECA. Contracts will be let as Part B services contracts, under the Public Contract Regulations (2006). The provision will operate across 9 English ECAs and the indicative financial allocation is detailed as follows: — North East GBP 8 535 577; — North West GBP 18 358 652; — Yorkshire & Humberside GBP 13 722 646; — East Midlands GBP 13 444 587; — West Midlands GBP 13 591 200; — East of England GBP 11 225 168; — South East GBP 16 267 309; — London GBP 11 656 581; — South West (excluding Cornwall) GBP 8 478 280.
