Electricity. Kent County Council (KCC), through its Energy Buying Group, LASER, and the Eastern Shires Purchasing Organisation (ESPO), has created a UK wide, national flexible procurement framework agreement for the provision of Electricity. KCC and ESPO will act as the contracting authorities buying Electricity on behalf of participating local authorities, public and third sector organisations who are mentioned in the list below. Billing arrangements may be either central or direct, consolidated or individual billing. Billing requirements for the site portfolio will be advised to the succcessful supplier(s). In accordance with EU/UK Procurement Directives the Agreement will be accessible to all members of the Regional Improvement and Efficiency Partnerships (RIEPs), Central Government Organisations, Local Government, other local or central government consortia/buying groups, third party organisations, Police Service, Fire Service, the NHS, all academic centres, and all other publicly funded bodies including wholly owned companies of the stated Public Sector bodies.
