11-040 Modular Access Ramps.

Rotherham Metropolitan Borough Council is inviting bids from organisations that might be able to provide services that meet the Council's current needs for the installation and removal of modular access ramps. This contract will provide the residents of Rotherham in non-council properties with modular ramp access. The successful provider must be able to supply all materials and detailed drawings for each property before installation. RMBC mainly use one supplier at present for this service, any stock currently held with the incumbent provider will need to be utilised through the new agreement. The ramps must be modular to enable recycling at each property when the ramp is no longer required. The agreement will include the installation, removal and storage of the modular ramps for RMBC. The framework will be awarded initially for a period of one year with the option to extend at the sole discretion of RMBC for a further three years on a year by year basis thereafter. Total spend over the 48 month contract period is estimated to be £440,000.00, however this does not carry any guarantee of turnover and any estimated volume of business is indicative and may vary upwards or downwards depending on Rotherham Councils actual future needs. The current provider of this service considers that the European Community Acquired Rights Directive (77/187/EEC, as amended by Directive 98/50EC and consolidated in Directive 2001/23/EC) and the Transfer of Undertakings (Protection of Employment) Regulations 2006 apply to the contract. Tenderers are therefore advised to seek independent professional advice on the implications of the Directive and the Transfer of Undertakings (Protection of Employment) Regulations 2006 for their company should they be awarded the contract. In letting this contract and in accordance with the Code of Practice on Workforce Matters contained in ODPM Circular 03/2003, the current provider and the Council will apply the principles set out in the Cabinet Office Statement of Practice on Staff Transfers in the Public Sector, including the annex to it, 'A Fair Deal for Staff Pensions'. Full details outlining the staff involved will be included in the ITT document.
