The Financial Services Authority (FSA), Human Resources Division, are seeking expressions of interest from suitably experienced and qualified suppliers who can demonstrate a proven track record in equivalent organisations to provide Recruitment & On-Boarding Managed Services. To include: -Outsourced services for the provision of temporary workers & contractors including specialist requirements such as IT, legal and regulatory professionals. -Outsourced services for the provision of permanent administrative staff. -Outsourced services for the provision of on-boarding of new permanent employees adhering to robust vetting, screening & induction policy. The FSA currently has a contingent workforce of approximately 350 individuals and onboards approximately 700 new permanent employees on an annual basis. There is currently an incumbent temporary and permanent administrative recruitment service provider based onsite at the FSA, providing these services. The FSA contractor recruitment is managed by an in house team which we are now seeking to consolidate the provision of temporary and permanent administrative services, with the objective of forming a best in class offering, realising operational efficiencies and associated cost savings. The FSA on-boarding function is managed by an in-house team, taking ownership of adhering to strict FSA guidance in relation to the screening, vetting, on-boarding and induction of employees & non-employees. Based on our requirements, The FSA require any perspective partner to be able to demonstrate considerable experience of delivering similar solutions for other large organisations within the financial services sector. The successful supplier must be able to quickly mobilise a scalable team who are experienced in working within the sector across multiple disciplines, enterprise wide. The successful supplier will be able to demonstrate strong, diverse, supply chain relationships to supplement their proposed solution, and have access to the best commercial propositions across the market. Use of innovative attraction strategies to source a diverse range of candidates should be evident in the proposal for all resourcing activity. The successful supplier must also demonstrate ability to source candidates directly, in order to reduce high agency costs. The FSA will require the successful supplier to work with a small number of preferred existing suppliers for some specialist job categories. The successful supplier should bring with them a team who are experienced in managing implementation effectively, can identify process improvement opportunities continuously, and who can manage and mitigate risks appropriately. Fundamental to this will be a broad technology offering (proprietary or partnership) that has the ability to encompass changes in legislation where required. The successful provider must demonstrate excellent adherence to SLA's and be able to manage a consolidated reverse/self-billing programme for themselves and their supply chain. The FSA have has identified this opportunity to benefit from the natural synergies associated with these key functions, and are now looking to partner with an supplier who can help meet strategic objectives.
