Reprocessing of Materials from Community Recycle Centres.

The City of Edinburgh Council (the Council) intends to tender for a contractor or contractors for the reprocessing of materials from Community Recycling Centres (CRC). The Council currently operates 3 CRCs within the City of Edinburgh boundary for the deposit of waste by householders though this number may vary during the span of the contract. It is anticipated that the contract will be for a period of 2 years with up to 2 further extensions of 12 months each. The contract start date is scheduled for 1.10.02016. The contract will be divided into lots for each material. It is anticipated that some of these material streams will realise an income for the Council(s). The Council intends to invite bids for either individual material lots or combinations of lots, although bids encompassing the management of all lots will be considered. It is the Council's intention to deliver materials to the appointed contractor(s) although streams requiring specialist transportation may require to be uplifted from CRCs or other Council depots from time to time. The contract will include a lot for haulage of materials from CRCs or other Council facilities to cover the eventuality of Council resources being unavailable at any time. Please note that food waste is not included in this contract. The table below indicates the composition of the currently intended Lots, though it may be that some of these streams may be excluded from or further material streams introduced to the final tender. Materials currently collected and estimated annual tonnages based on historical data are: Material and Approximate Annual Tonnage: Aggregates and Inerts — 1 400. Carpets — 700. Composite Wood (Laminates) — 3 000. Corrugated cardboard — 1 000. Dense plastics — 350. Lead batteries — 5. Mattresses — 450. Oil — 30 (approximately 34 000 litres). Paint — 250. Plasterboard — 35. Pressurised canister (e.g. fire extinguishers, camping gas canisters, helium bottles) — 25. Residual — 10 400. Scrap metal — 1 300. Tyres — 84. Wood — 2 300. Haulage and Approximate Annual Requirement: Hire of Vehicle and Driver Daily — 40 days. The contract will also be accessible by Midlothian Council from March 2017. Midlothian Council operate 2 CRCs at Stobhill and Penicuik. Approximate tonnages attributable to y Midlothian Council are shown below.
