Idé-udbud af ladefaciliteter til Københavns Kommunes elbiler. Københavns Kommune er i øjeblikket i gang med at planlægge et udbud på ladefaciliteter til kommunens egen vognpark af elbiler. Der er på nuværende tidspunkt igangsat en løbende udskiftning af vognparken og, målet er, at Københavns Kommune inden for de næste år, skal have udskiftet 85 % af personbilsvognparken til el- eller brintdrevne køretøjer, samt varevogne og andre køretøjer efterhånden som markedet kan levere disse. I takt med det stigende antal indkøbte elbiler opstår der et behov for løsninger ift. ladning af disse. Der ønskes følgende af virksomhederne, som deltager i Idé-udbuddet: Markedsudvikling og løsninger: — Forslag til, hvordan Københavns Kommune opnår den bedste og mest fleksible ladning af sine elbiler (skal kunne foretages på fabriksfremstillede køretøjer/COTS -commercial of the shelf), således driften af bilerne optimeres. Leverandørerne bedes venligst komme med konkrete eksempler på hvilke løsninger, de mener, kan dække kommunens behov, det være sig ladestandere, serviceydelser, induktionsladning eller noget helt andet? — Virksomhederne må meget gerne bidrage med information om, hvilke teknologier/serviceydelser markedet kan tilbyde på nuværende tidspunkt samt hvilket udviklingspotentiale markedet har inden for de kommende år. Input til udbudsproces og materiale: — I forhold til ovenstående ønsker Københavns Kommune forslag til og kommentering på, hvilke funktionskrav markederne kan honorer i dag. Er det eksempelvis realistisk at ønske, at kommunens elbiler skal kunne indgå i driften på lige fod med benzin- eller dieseldrevne biler? — Forslag til, hvilke kriterier, der med fordel kan konkurreres på og som ikke begrænser konkurrencen. Foruden pris, bør kommunen så have fokus på levetidsomkostninger, miljøbetragtninger eller noget helt andet? — Hvordan sikrer Københavns Kommune, at produkterne/serviceydelserne har den rette kvalitet og kan benyttes af alle kommunens elbiler uanset mærke, samt efterlever alle standarder både nationale og europæiske. Pre-procurement dialogue with the market on charging facilities for electric vehicles within the Municipality of Copenhagen’s own fleet of cars. Information: Pre-procurement dialogue on charging facilities for the Municipality of Copenhagen. The Municipality of Copenhagen is planning a tender on charging facilities for electric vehicles within its own fleet of cars. Currently the Municipality is facing an ongoing replacement of its fleet of cars. The aim is that 85 % of the Municipality’s fleet of cars should be replaced with electric and hydrogen cars in the years to come. When the market is able to deliver, this will also apply to the vans and other vehicles. As the replacement of cars increases, so does the Municipality’s needs for solutions on charging facilities. The Municipality of Copenhagen hopes that a pre-procurement dialogue can contribute to an increased knowledge about the market, possible solutions as well as technical requirements. Furthermore the Municipality hopes to invest in solutions that possesses the potential for further development in order to future-proof our procurement as well as solutions that have the potential to optimise the performance of our electric vehicles. The Municipality of Copenhagen can choose to use any of the ideas presented in the pre-procurement dialogue, but is in no means obliged to do so. Participants should consider the following before entering in the pre-procurement dialogue: Market development and solutions: — Suggestions on how the Municipality of Copenhagen can obtain the best and most flexible charging facilities for its electric vehicles (must be able to work on COTS-vehicles (commercial of the shelf) in a way that can optimise their performance. Suppliers should please be able to contribute with specific examples on the types of solutions they consider best for accommodating the needs of the Municipality. All types of solutions are welcomed ranging from chargers, services, inductive charging to solutions that are not yet commercialised. — Participants are also welcomed to contribute with information on what type of technologies/services the market can offer at a current stage as well as information on the potential development within the market in the years to come. Input for the procurement process materials: — In relation to the above-mentioned, the Municipality of Copenhagen would also like the participants to consider bringing suggestions and comments on the type of criterions the market can comply with today. For example, is it realistic for the Municipality to wish that our electric vehicles can be able to perform on equal terms with diesel- and gasoline driven vehicles? — Suggestions on the type of criterions it is advantageous to compete on without limiting the competition? Besides the product/service price, what other factors should the tenderers compete on, e.g. life cycle costing, environmental factors or something else? — How does the Municipality ensure that the products/services we procure, are of the right quality and standard and can be applicable to all the electric vehicles regardless the brand?
