Hordaland County Council, HFK, is responsible for developing the Hordaland Society. We provide further education, dental services and public transport for the citizens of the county. We are responsible for road networks and for facilitating economic growth, economic development, leisure experiences and culture. As part of a national and global society we have a responsibility to take care of the past, present and future in Hordaland. The County Council is the highest political body in the county. Hordaland County Council is one of the county's largest employers with 4 500 employees and an annual operating budget of approx. 6 715 000 000 (2012). Hordaland County Council (HFC) consists of the County Administration, Bybanen Development, Skyss (transport), approx. 46 6th Form Colleges, and 5 dental health districts with a total of 65 dental clinics. This procurement also includes follow-up and School Psychology Service. Skyss customer centre (both existing and future) have a telephony solution that will not be covered by this contract. Hordaland County Council aims to enter into an agreement for the supply of telecommunications and data services for fixed and mobile telephony (domestic and international). Hordaland County Council wishes to co-ordinate the services in an agreement with a service provider. The number of mobile subscriptions must be expected to increase during the agreement period. Award authority is not planning any major changes in the technical solutions or infrastructure. Award authority requests a pro-active supplier that can contribute to achieving the objectives. The procurement does not include equipment such as telephones, mobile phones and other hardware. Some locations have virtual switchboards on mobile platform. At present, award authority will not do anything about these locations. If the provider that is awarded the contract is different to the present provider, then these subscribers will not be included in the new contract. Buses in Hordaland County Council use mobile data traffic (MDA) for ticket management. This shall be covered in an existing contract.
