Private Dark Fibre Network

The City and County of Swansea (CCOS) intend to procure the installation and maintenance of a private dark fibre network that would improve the infrastructure required to support broadband connectivity and accessibility for the City and County of Swansea and surrounding region, in collaboration with other Public Sector participants in South West and& Mid Wales region including to date, but not exclusively; Pembrokeshire County Council, Carmarthenshire County Council, Neath and Port Talbot County Council, Swansea University, Swansea Metropolitan University, Dyfed Powys Police, Hywel Dda Health Board, Abertawe Bro Morgannwg University HB, South Wales Police and Ambulance Trust. In addition to those listed, interested operators to note that other Public Sector participants in the South West and Mid Wales region may also call off under this arrangement. There is, however, no guarantee of work or obligation for any Public Sector participants (listed or otherwise) to purchase or call off under this arrangement. The aim of the procurement is to secure long term exclusive rights of use to the CCOS and the collaborating Public Sector participants to a proportion of the fibre capacity; with the successful operator paying the initial investment costs. It is envisaged that the successful operator will install the required infrastructure and also provide maintenance support in relation to such infrastructure and to the fibre network. To accommodate the number of organisations Public Sector participants that have expressed an interest in participating and include tolerance for a progressive implementation, it is the current intention that the arrangement will be structured as the procurement mechanism would require a framework with a 4 year Framework Agreement which will goven the infrastructure and also call off period mechanism for the for named organisationsPublic Sector participants. The successful operator will then also enter into a It is proposed the Fibre Network maintenance agreement with each Public Sector participant who calls off the Framework Agreement which would relate to the maintenance of such infrastructure and the fibre network. Due to the upfront investment required by the successful operator, it is the current intention that the Fibre Network maintenance agreement would be for a term in the region of 10 years, however, interested operators will be asked to comment on such a term at the Bidders Day referred to below before CCOS make its final decision.: with each participating organisation entering into a maintenance agreement with the successful bidder for the optimum term agreed. Economic operators shall note that the duration of the framework agreements shall be four year but that the [maintenance agreements] entered into as part of the process may last longer than the duration of the framework agreements (e.g. 10 years in duration) due to the upfront investment that is to be made by the economic operators. Interested suppliers operators can request an invitation to attend a Bidders Day which will be held week commencing 20.5.2013 at which the structures, scope and procurement approach will be clarified with all interested operators in open forum. There will also be the opportunity for interested operators to ask questions at this Bidders Day. Interested operators to note that an additional follow up bidders day may be organised by CCOS if CCOS deem that one is necessary, however, only those interested operators who express an interest in this first Bidders Day will be invited to any additional bidders day(s) which may be held.
