The Scottish Prison Service (SPS) is an Agency of the Scottish Government Justice Department and operates 13 public sector prisons across Scotland (see www.sps.gov.uk and click on Prisons for a prison map and a list of all addresses) and two privately run prison establishments at HMP Addiewell and HMP Kilmarnock. In addition to the prison establishments, the SPS also operates a college, a central store and a central HQ to support the operations of the prison establishments. The SPS typically manages a range of prisons that have capacities ranging from 1 000 prisoner places to those holding less than 100 prisoner places. This project relates to all SPS Establishments both public and private and would also include future SPS establishments which are planned at HMP Low Moss (April 2012), HMP Grampian, HMP Inverclyde and HMP Highland. The Scottish Prison Service currently operates a national incident management system (IMCS) to electronically record information on incidents which arise within SPS public sector prisons. Incidents are currently tracked using networked incident management software which provides both a written real time log, and utilisation of drawing plans, graphics and resource icons. SPS wish to re tender this service and invite responses from prospective suppliers. The current IMCS system is deployed across the Scottish Prisoner Information Network and this infrastructure is maintained and supported by SPS staff. However, for this tender SPS will consider both SPS hosted solutions and off-site supplier hosted solutions. SPS expectation is that their requirements can be delivered from a commercial off-the shelf (COTS) solution and are not expecting proposals for a complete build of a bespoke solution. However, initial market testing has suggested that whilst some suppliers may be able to provide COTS solutions which partially meet the requirements these may also require further bespoke development work, in order to be fully compliant. COTS proposals to include future development work would be considered by SPS.
