Electronic Document and Record Management System and Scanning Solution.

Royal Cornwall Hospital Trust has a requirement to procure a supplier to operate 'as is' health records services and transform the service from the current paper based operation to a scan and deliver based service. From day one of the contract the supplier will operate the current ‘as is' health records service. In parallel the supplier will be required to work with clinical, administration and IT staff to map ‘as is' and 'as will be' processes through workshops and broader engagement activities. The supplier will then manage the transition from paper based health record service to a scan and deliver service, integrated with key patient based information systems. The supplier will also enable the creation of smart paper forms for capture of new health record information that will be required until full EPR adoption is in place. These smart forms will be scanned and added to the scanned historical record (where it is not a new patient) at the end of clinics or episodes, as determined during the 'as will be' process mapping agreed by the Trust. In addition the Trust has a requirement for the long term storage or scanning of archived corporate records. Finally the Trust will require the supplier to identify further opportunities to extend document management across the Trust by producing case by case business cases in conjunction with the Trust. Implementing these further opportunities will be the decision of the Trust based on the strength of each business case. Expressions of interest are invited from capable suppliers in both the operation of paper based records services and transitioning those services to electronic delivery. This tender is being conducted using electronic means using the Internet. Within the form to register company details, there is a 'Test' button to verify the identified e-mail address. Once the registration screen has been completed and an e-mail confirming successful registration of the company has been received from Tactica, suppliers can continue to follow the on screen prompts to register an expression of interest in any particular tender.
