The Council wishes to enter into a competitive dialogue procurement process with suitably experienced developers, with the aim of awarding a contract for the Project. The Project aims to deliver in the region of 800 new build homes across a number of cleared master planned sites totalling 14ha (approx). The site is located within the Pennywell/Muirhouse area of northwest Edinburgh and comprises a significant housing led regeneration opportunity. It is anticipated that construction will commence in 2013, comprising a mixed tenure development of new council housing, other affordable housing and private housing for sale. Subsequent property management may be required. The development should be ‘tenure blind' and contribute towards the Council's regeneration aims for the area. The development will include roads, public space and other ancillary provision. The successful developer will work within the context of the Council's masterplans, Planning Permission in Principle consents and the Pennywell/Muirhouse Design Guide. The developer will act as the client in terms of the Construction (Design and Management) Regulations 2007. Development Value – GBP 70 m to 80 m (approx) The Council notes for the purposes of Regulation 39 of the Public Contracts (Scotland) Regulations 2006 that the developer will be required to support the Council's economic and social regeneration objectives. Accordingly contract performance conditions may relate in particular to social and environmental considerations.
