The subject of this tender is to provide the services of mapping out a National Risk Assessment in line with Risk Assessment and Mapping Guidelines for Disaster Management (Appendix 1); Article 19 of Regulation (EU) No 1303/2013 of the European Parliament and of the Council of 17 December 2013 (Appendix 2); and The fulfilment of Ex ante conditionality 5.1 on Risk Prevention and Risk Management (see Section 4 [1.6] of this tender document and Appendix 3). The end result of this contract is to compile a National Risk Assessment that provides a strategic management instrument for Malta the Maltese islands that is also in line with the Risk Assessment and Mapping Guidelines for Disaster Management of the European Community, and to evaluate the relevant risk prevention and management strategies / plans/ projects planned to be undertaken by Malta in liaison with the different stakeholders throughout the European Union Programming Period 2014-2020. This Assessment aims to identify the relevant risks to the identified plans / projects and the treatment required in order to mitigate/manage such risks. The final task will be to establish a plan of action to implement such a plan. This contract also requires the provision of three (3) toughbooks and software to the Contracting Authority, the costs of which are to be incorporated in the global price tendered.
