Subject to availability of funding, the contracting authority subsidiary companies will each contribute to the expansion of the contracting authority's housing portfolio over the next ten years. New house construction is the most significant element of the portfolio expansion programme and the contracting authority's principal, but not exclusive, vehicle for delivering the new house construction programme will be the framework arrangement which is the subject of this Contract Award Procedure. To deliver part of its new house construction programme, the contacting authority proposes to enter into a framework agreement with up to nine economic operators. Subject to conducting a series of mini-competitions, the contracting authority expects to enter into construction contracts over the four year life of the framework. Through these contracts, the contracting authority anticipates it will construct up to 2,000 new homes at an approximate cost of £200M. More detailed information is presented in the contracting authority's pre-qualification questionnaire which will be provided to economic operators who submit a request to participate. The contracting authority is acting as a central purchasing body for all current and future contracting authority subsidiary companies and also for other organisations involved in providing or managing social housing (viz. Scottish Local Authorities and other Registered Social Landlords) whose properties are located within the boundary of any Scottish Local Authority. Potentially the involvement of other contracting authorities will add a further £20M to the estimated scope/value. The principal site or location of works is the area contained within the city of Glasgow (NUTS Code UKM34). Other likely locations for projects are East Lothian and Midlothian (NUTS Code UKM23), Edinburgh (NUTS Code UKM25), Falkirk (NUTS Code UKM26), West Lothian (NUTS Code UKM28) and West Dunbartonshire (NUTS Code UKM31). By exception projects may be located anywhere outwith these areas here defined but within the boundary of mainland Scotland. This Contract Award Procedure therefore involves both the appointment to a Framework and a Public Works Contract. The contracting authority makes no representation or guarantee that it will instruct works falling within the above scope by means of the proposed framework arrangements and reserves the absolute right to award any of such works to such other providers as it chooses. Specific information about the appointment of economic operators to the framework, the proposed call-of arrangements, the nature of the call-off contracts and the matters which are important to the contracting authority in terms of the technical capacity of economic operators is presented in the contracting authority's pre-qualification questionnaire which will be provided to economic operators who submit a request to participate.
