Asset Management System for Housing.

The Council will be required to operate under a new financial mechanism of self financing from April 2012. The maintenance and improvement of the Housing stock is a key to the long term viability of the asset. In order to develop robust investment strategies an effective asset management software package is essential to ensure scenario planning, component accounting and the impact upon the asset condition and value in the short medium and long term. To effectively develop the business plan and strategy an essential part of the process is to determine, by means of a comprehensive survey, reliable planning data for the cost and priority of future repairs and maintenance needs and improvement programmes. The database is to be populated by a 100 % stock condition survey, to cover the existing council housing stock together with related housing assets, including leasehold interests, to determine existing and future repairs and maintenance liabilities.
