Telford and Wrekin Council is seeking to potentially enter into a procurement for a contract for the routine and non routine maintenance of its Street lighting assets including, highway and footway lighting, private cable network, feeder pillars, illuminated signs and bollards, CCTV, hatpins, public crossing beacons and the PECU array. The Council is aiming to secure investment into its assets to gain shared efficiencies and deliver savings through the future contract. A summary of services being considered for inclusion in the future procurement are outlined below: — Reactive maintenance and non-reactive maintenance of illuminated assets including; — highway and footway lights; — private network cable; — feeder pillars; — Illuminated signs; — bollards and hatpins/beacons; — Street lighting column replacements; — Invest to save programme; — Column replacement programme; — Structural testing programme; — Parish upgrades; — Highmast maintenance (Not service); — PECU array maintenance; — Routine Electrical testing; — CCTV installation and removal; — Proactive assessment of faults/failures; — Street Lighting Asset Management System; — Potential replacement of night scout with an appropriate Central Management System (CMS); A summary of the Council's inventory is outlined below: — Highway Lights (HWL) 11 528; — Footway Lights (FWL) 12 235; — Illuminated Bollards (BOL) 907; — Illuminated Signs (LS) 2 275; — Feeder Pillars (FP) 334; — Close Circuit Television (CCTV) 44; — Hatpin (HP) 91; — Public crossing beacons (PCB) 35; — Photo Electric Cell Unit Array (PECU Array) 1. Total Number of Inventory: 27 450. Additional information: The Council intends to carry out market testing sessions with individual interested companies (scheduled for the days of 26.5.2015 and 27.5.2015) to help inform the future procurement process. Accordingly, commercially confidential information should and will not be disclosed. Participating in this market sounding exercise will not guarantee short-listing at a later stage in the procurement. Places for the meeting are restricted to three people per company and allocated time slots will be confirmed by the Council on 20.5.2015. The sessions will be attended by council officers and will involve a confidential meeting with each company that has completed and submitted to the Council the questionnaire available with this notice. The purpose of these sessions is for each company to discuss the key responses contained within the questionnaire. Meeting slots over the 2 day period will be allocated in the order questionnaires are received from each company. Meeting times will therefore be confirmed from mid morning on the 20.5.2015.
