LSC2206-Provision of Building Refurbishment Works.

The Houses of Lords (HoL) require the full refurbishment of 5 Great College Street (5GCS) to meet business needs and provide decant accommodation to facilitate essential works on House of Lords areas of the Parliamentary Estate. The building has an internal area of approximately 4,152 m 2 arranged over seven floors and forms the north-west section of the Millbank Island site. The Millbank House Development (MHD) project scope includes: — Full refurbishment of the building, including a significant M&E upgrade (new chillers, heat rejection units and sub-stations) and replacement; — Modify and refurbish internal space to provide accommodation and facilities for Members; — A Minimum of 200 workstations within the 5GCS site; — New internal pedestrian Links from 5GCS to 7 Little College Street at Ground, 1st, 2nd, 3rd, 4th and 5th floors. Good horizontal communication at basement and ground floor levels; — New external links at all levels between 5GCS and Millbank 1, including a new lift; — Located centrally within the Millbank Island block a courtyard which parameter cloister / covered walkways; — The design addresses critical requirements in terms of security and blast protection, disabled access and facilities, Statutory Consents and historic building concerns. The works have been grouped into 2 phases. An enabling works and strip out package which has recently been let and will be complete in advance of the Main Works package (phase 2) which this questionnaire specifically relates. The HoL wishes to assess the interest and capability of the market to manage and deliver the construction of the restoration scheme, and what its view is on how a commercial opportunity of this kind may be packaged. Businesses with an interest in supplying the HoL are invited to complete a questionnaire and to return it by 3.6.2015 via the e-Tendering system at: https://in-tendhost.co.uk/parliamentuk/aspx/Home The HoL may invite some or all respondents to the questionnaire to further discuss the potential scope of this opportunity. A provisional date remains to be agreed. Businesses will be able to submit a questionnaire after this date, but may not necessarily be afforded an opportunity to attend a supplier engagement day where interest is high. The feedback offered by the questionnaire will help us to shape the supplier engagement day. It is not the intention of the HoL to enter into contractual negotiations with prospective suppliers. Information obtained as part of this market testing exercise may be used to inform a subsequent specification and call for competition by competitive tender in accordance with the Public Contracts Regulations 2015. A call for competition is expected to fall due in the June of 2015. Information obtained during the market testing exercise can be expected to be managed in a commercially sensitive manner. Participants who wish to take part in the market testing exercise should highlight any information it is willing to provide which it considers to be commercially confidential.
