Supply of commercial imagery.

Intelligence, Surveillance, Target Acquisition and Reconnaissance. The Defence Geographic Centre (DGC) and the Joint Air Reconnaissance Intelligence Centre (JARIC) are responsible for purchasing Commercial Satellite Imagery (CSI) and Air Breather Imagery for the Intelligence Collection Group (ICG). These will be collectively referred to as Commercial Imagery (CI). ICG uses CI to satisfy UK Defence requirements for geographic and imagery intelligence information and products. Contractors will be required to -. a. Provide CI at a competitive price. b. Provide expert investigation and assessment of the existing medium and/or high resolution CI with recommendations on the suitability for the Defence requirement. c. Task and provide a delivery service for CI new collection to meet defined requirements. d. Provide a delivery service for archive CI to meet defined requirements. e. Provide Ground Control Points (GCP) if required and enhance imagery products, namely orthorectified imagery (to remove all terrain distortions), pan-sharpened imagery and mosaiced imagery to supplement above requirements. f. Provide advice and support relating to technical issues concerning the use of CI. g. Have a thorough understanding of licence issues and be able to negotiate suitable usage permissions on behalf of ICG. h. Treat sensitive nature requests accordingly. i. Deliver CI within defined operational and routine timeframes. It is envisaged that the Contractor will act as a broker between ICG and vendors. Contractor expertise will provide access to and knowledge of, all vendors. The Contractor will staff all requirements and will provide unbiased recommendations based upon other experiences with vendors. This requirement was previously advertised with a requirement for the Contractor to have been, or be willing to be subjected to the Facility Security Clearance (FSC) process. This is no longer required, however an obligation will be put on the successful Contractor to deal with all requests with an agreed level of sensitivity. Payment via the MOD's e-purchasing capability, known as Purchase to Payment (P2P) will be mandatory. This requirement is being readvertised due to a problem with the email address used for expressions of interest. Anyone that expressed an interest to the previous advert dated 1.4.2012 is required to resubmit their expression.
