ROV services. ROV services. Salvage and Marine Operations (S&MO) owns and operates several Remotely Operated Vehicles (ROV's) to fulfil a variety of roles including support to; in service warships and submarines, responding to marine incidents and management of potentially polluting shipwrecks. The ROV's operate with a variety of tracking systems and tools packages as required by the task. The ROV's are operated by S&MO pilot/technicians however a contractor with demonstrable specialist knowledge of ROV's and subsea equipment is required to assist in the support of this capability. Requirement Spares and service The contractor must be able to provide the following spares and servicing of equipment: 1. Provision of spares parts and service for ROVs and supporting systems and tools including but not limited to: a. Sub Atlantic Comanche (1 held) b. Saab Sea eye Falcons (2 held) c. Seabotix LBVs (2 held) 2. Provision of spares parts and service for tracking systems including but not limited to: a. Applied Acoustics USBL b. Sonardyne Scout USBL c. GIB Lite system 3. Provision of spares parts and service for sonar survey systems including but not limited to: a. C-max digital side scan sonar system (2 held) b. Imagex Sportscan system (2 held) 4. The contractor is required to support any additional ROVs, tooling or other equipment purchased under this contract. The support is to includes provision of spares and technician assistance as required. 5. The contractor is responsible for ensuring that any components or systems sent to the Contractor for service or repair shall be serviced or repaired, as required, and delivered to the Authority in accordance with the following: a. The target turn around time for delivery of repaired or serviced items is 15 working days from the time the item arrives at the contractor's repair/service facility. b. If, due to long lead time of spares or complexity of the systems, a turn around time of 15 working days is not achievable, the contractor and Authority shall agree a mutually acceptable turnaround time. The contractor is required to monitor and report on progress. Support The contractor must be able to provide the following support: 6. Provide access to 24 hours per day, 365 day per year technical support to include original equipment manufacturer engineers attending site for the resolution of technical difficulties, repair of equipment or integration of new equipment. The contractor shall comply with the following response times to provide technician support: a. For support within the UK, technician to be on site within 24 hours of request for support. b. For support outside of the UK, technician travelling to site within 24 hours. 7. Provide suitable Maritime Coastguard Agency certified workboats and crews for carrying out observation class ROV operations and wreck surveys around the UK coast. This is to be in support of planned operations where it is expected that at least 4 weeks notice of the requirement will be given to the contractor to locate and charter a suitable boat and crew. 8. Provide suitably qualified and experienced offshore surveyors and associated equipment in support of operations (such as wreck survey or debris recovery). This is to include providing ROV or vessel mounted multibeam and precision navigation equipment, data gathering and post processing. 9. Provide technical support to operations and exercises including: a. Design and engineering support for mobilisation of ROVs on to vessels chartered from the spot market. b. Engineering and integration support for additional equipment to be mounted on ROVs. c. Design and manufacture of project specific equipment for ROV or subsea operation. 10. Provide logistical support (such as road, sea or air freighting of equipment, arranging customs clearance and onward transport) as required for the deployment of ROVs and associated equipment worldwide. 11. Provide additional suitably qualified and experienced (IMCA pilot-technician grade 1)ROV pilots when required. Additional pilots will only be required for planned operations when notice of the requirement can be given. 12. For services described in paragraphs 7 to 11, the contractor is to be able to provide these support services: a. For planned operations, the contractor must be able to provide the required staff, equipment and support 4 weeks after written notice is be given. b. For emergency operations, the contractor is to make best efforts to provide the required support. The contractor must commence arranging support within 24 hours of the initial request being made. Procurement of equipment 13. The contractor shall: a. Arrange for hire or purchase of project specific tooling or equipment, as required. b. Procure and set to work sub sea equipment, ROVs and associated ancillary equipment, as may be requested by the Authority. Performance of the contract 14. The contractor will be provided with a list of Authorised Demanders for services and spares under the contract. Only such Authorised Demanders will have the authority to request services and spares and the contractor shall be required to verify and record the identity of those requesting the provision of services or spares. 15. Authorised Demanders shall request spares by telephone (confirmed as soon as practicable in writing), email or fax. The contractor shall email an acknowledgement of each order, within 24 hours of the order being placed, to the Authority's Authorised Demander and Project Manager. General 16. The contract period is to be 4 years from the date of contract award. 17. The Authority reserves the right to authorise other units of the MOD and any other UK government department to utilise the contract. In this circumstance the method of payment may be varied. 18. It is anticipated (though not guaranteed) that 2 observation class vehicles (of similar size to the currently held Seaeye Falcon's) and 2 Micro class Vehicles (of similar size to Seabotixs LBV) will be purchased during the life of this enabling contract.
