RM3741 Project Management and Full Design Team Services.

Crown Commercial Service (CCS) as the Contracting Authority intends to put in place a Pan Government Collaborative Framework Agreement for the provision of Project Management and Full Design Team Services. The Framework Agreement will be utilised by eligible Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. It is intended that this Framework Agreement will be the recommended vehicle for all construction consultancy services required by UK Central Government Departments. The Framework Agreement will be designed to meet the core objectives of the Government Construction Strategy. This will also complement the objectives of the CCS Building strategy. The Framework Agreement will enable Contracting Authorities to access construction consultancy services including project management, design and a number of ancillary technical services. Provision of these services will assist Contracting Authorities in delivering a wide range of construction projects and ancillary requirements. It is anticipated that the Framework Agreement will result in the award of up to 86 places across nine (9) Lots. Lots 1 to 6 will provide national UK coverage, and Lots 7 to 9 will provide overseas coverage. The expected duration of the Framework Agreement will be 2+1+1 years i.e. an initial period of 2 years, with the potential for 2 single year extensions, to a maximum four (4) year duration in total. The Core Services of the Framework Agreement, which are aligned to the RIBA 2013 Plan of Works are as follows: — Client Advisers; — Project Lead (Project Manager/Lead Consultant); — Architect (Lead Designer); — Building Services Engineer; — Civil Engineer; — Structural Engineer; — Cost Consultant (Quantity Surveying); — Construction Lead; — Contract Administrator; — Principal Designer (Health and Safety Adviser/CDM Co-Coordinator). The Non-Core Services which are required are listed in respect of the relevant Lots below. All Potential Providers must be familiar with the latest government strategy and current position on Building Information Modelling (BIM) and Government Soft Landings (GSL). BIM and GSL form part of the Government Construction Strategy. Since April 2016 all Government Departments are required to adopt BIM Level 2 for new construction projects. In advance of the publication of the OJEU Contract Notice for this Framework Agreement, CCS will hold an event for Potential Providers. The details of this event are provided in Section II.7)
