Provide a report to understand, measurably define (metrics) and validate DE&S outputs Provide a report with high quality baseline data to answer the questions ‘what does everyone do?' and ‘what output to we get from each person?' in relation to staff in DE&S.; then define the priorities and value of these outputs from staff, and benchmark their value. Plan, manage and deliver, with and on behalf of the authorised officer, all processes and activities that support the delivery of this report, including but not limited to the provision of resource; data gathering and analysis; surveys; questionnaires; interviews; and ‘priority-decision' panels. Provide an agreed corporate level process in a common format – a forensic process to define the relationship between costs, headcount and the core programme - to enable the OC Dirs to set out plans for the remaining two years of Interim, plus structures for April 2016, which would enable DE&S to accurately cost its operating costs and understand its headcount for the spending review year 15/16. Provide a report on opportunities for cash and headcount efficiencies and reductions beyond the Interim Structure Option A structures, up to and including 2016 only. Provide a report of cash and headcount opportunities for longer term, post-2016 only, restructuring that could be fed into the Materiel Strategy DE&S Plus and GOCO options. Support the authorised officer and sponsor in the provision of presentational materiel for DE&S Boards and Board Away Days. Attend these Boards as required by the Authority
