Passenger lift maintenance and repair, modernisation and replacement.

Places for People is seeking expressions of interest from innovative and suitably resourced, qualified and experienced providers to deliver passenger lift maintenance and repair, modernisation and replacement works for housing stock in England and Scotland. The service will include provision of a 24 hour 365(6) days a year call-out service. The stock comprises general needs, sheltered and supported housing properties, commercial and other properties managed and/or maintained on behalf of Places for People, subsidiaries and other agencies including leaseholders, private rent, and hostels. There are approximately 327 passenger lift installations requiring maintenance, plus a programme of modernisation and / or replacement of some 39 installations. Properties are spread across England and Scotland (mainly Edinburgh). The contract length will initially be for five-years with an option to extend for up to 2 further periods of one-year subject to satisfactory performance and to meet the needs of the service. The Places for People Group wish to move towards a consolidated invoicing arrangement. While Places for People cannot guarantee volumes it is estimated that the overall contract value excluding VAT over a five-year period will be between 4 and 5 million pounds. The service provider will be required to provide a customer focused service and show a commitment to working with Places for People to provide effective services that deliver value for money in the short and long term to both Places for People and its customers. Places for People has its own 24-hour customer contact centre located in Preston. All faults are reported to the CCC and it is our long term intention that this should remain the case. We use Northgate as our repair management system and the service provider may be required to provide direct information technology links with our systems. Potential candidates shall note that TUPE may apply to this procurement. In the event that the contracting authority is able to provide TUPE information it will do so acting merely as a conduit of that information and it will not warrant, represent or guarantee the accuracy of any TUPE information provided. As such potential candidates will be expected to take their own advice as to the application of TUPE to this procurement.
