Joint Command and Staff Training

The Authority has a requirement for the Management and resourcing of a Training team to deliver Tier 2+ and Tier 3 Exercises and the subsequent assessments and reporting of those exercises. The user (Director joint warfare) needs to be able to exercise, assess and report on Tier 2+ and Tier 3 commanders and headquarters staff in order to prepare them for contingent operations against defence readiness requirements. The Authority therefore requires industry to provide the management and resourcing of a training team to design, develop and deliver; the exercises, subsequent assessments and reporting. The exercises potentially can be held worldwide, with the majority in the UK. Please note: Certain aspects of this procurement are marked UK Eyes only. Therefore the Authority only invites industry to register an expression of interest if they either already possess the appropriate level of security clearance to handle the classification referred to above, or are capable of doing so prior to the ITN return date (January 2019). Key supplier tasks: Under User (DJW) direction, provide direct support to: 1. JWST+ Exercises (4-5 exercises per year) a. Planning – size, narrative, layout, simulation boundary b. Exercising – Deploy, setup, conduct, management of resources, maintain availability c. Assessing – Record, format, after action review d. Reporting – Exercise report, lessons learnt and recommendations to enact. 2. Provision of modelling and simulation capability: a. Shall be compliant with Defence modelling and simulation coherence (DMaSC) ruleset. b. Shall be able to interoperate with UK’s Operational communication and information systems (OpCIS), to enable ‘Train as we fight’. 3. Defence exercise plan (DXP) and Contingent capability readiness and standards (CCRS) process a. Provide appropriate data management tool to enable Defence users to access and manipulate DXP data repository, to support pan Defence decisions. b. Provide appropriate data management tool and iteratively develop, maintain, and manage application under User direction, to support CCRS process. 4. Simulation subject matter expertise a. Provide suitably qualified and experienced personnel (SQEP) to support DJW mandated and ad-hoc activity. Either through renegotiation and reallocation of resource, or as a separately funded and negotiated contract. The deadline for submitting an expression of interest for the JCAST contract is 21.5.2018.
