Blackpool Council offices - CAT A & CAT B fit-out, car parking & public realm.

As part of the Talbot Gateway Masterplan and following a competitive tender process Blackpool Borough Council has appointed Muse Developments as its development partner in respect of a project comprising new council offices, with associated public realm and car parking. The aim is to create a civic and cultural quarter set within a large mixed-use, pedestrian friendly development and to re-establish Blackpool as the retail, business, civic and cultural centre for the Fylde Coast Sub Region. Accordingly, Blackpool Borough Council and Muse Developments have entered into a development agreement to reflect this agreement. Under the development agreement, Muse Developments has agreed to procure a building contractor to carry out building works under a licence from Blackpool Borough Council. The construction contract for the building works (being the contract to which this contract notice relates) will be entered into by Muse and the successful tenderer. The works to the Council Office form part of a larger regeneration project. The proposed development will comprise category A shell & core and category B fit out office accommodation of no less than 85 000 sqft net. In addition to the council office accommodation the building will provide additional areas at ground floor no less than 6 885 sqft net of office accommodation completed to category A, shell and core together with 7 665 sqft net of retail accommodation completed to shell and core standard. In order to complete the development associated public realm works will need to be completed as well as the refurbishment of the existing bank street car park to provide 300 car parking spaces. The form of Construction contract is proposed as single stage design & build with novated consultants, based on the Muse standard form.
