The Norwegian Veterinary Institute invites tenderers to an open tender contest in accordance with parts I and III for the procurement of PCR analyses for the gene bank for wild salmon; the Veterinary Institute, Section for the Environment and Infection Measures. The Contracting Authority, The Norwegian Veterinary Institute, Org. No 970 955 623, Post Box 750, Sentrum 0106, Oslo. Description of the entity: The Norwegian Veterinary Institute is a biomedical research institute with animal health, fish health and food safety/animal feed safety as its core areas. The Institute's most important activities are research and development, standby, diagnostics, monitoring, reference functions, consultancy and risk assessments. The Norwegian Veterinary Institute shall have a free and independent position in all professional questions. The Norwegian Veterinary Institute is 1 of the authorities' most important knowledge provider for the prevention, advice, clarification and handling of serious infectious diseases in fish and mammals, as well as zoonoses. The Norwegian Veterinary Institute also assists with the prevention and handling of crises caused by unhealthy compounds and infectious organisms in animal feed and food. The Norwegian Veterinary Institute also provides services and communicates knowledge to businesses, professionals and animal owners. The Norwegian Veterinary Institute has 320 employees with its main office in Oslo and regional laboratories in Sandnes, Bergen, Trondhei, Harstad and Tromsø. The procurement shall cover the Norwegian Veterinary Institute, Section for the Environment and Infection Measures' needs for analysis assignments for the gene bank for wild salmon. The intention is to enter into a contract with a total supplier for analysis services for Real-Time PCR methodology. The aim is to ensure that the contracting authority has priority for analyses and relevant competence in accordance with the contracting authority's wishes and needs. Note: The contracting authority wants to make tenderers aware that the Norwegian Veterinary Institute's primary processes and assignments are within standby and research and other contracting authorities must always be able to execute in the best possible way. Due to this, the Norwegian Veterinary Institute reserves the right to obtain products from suppliers outside this contract if the user sees it as professionally necessary. Those who submit a tender are expected to understand this. The Norwegian Veterinary Institute will do what is required in order to get as much as the consumption as possible on the contract's premises. See the contract text. See the requirement specifications for further information on the contract's extent and content. The framework agreement's nature and extent: 1. Quality assure analyses for Infectious pancreatic necrosis virus (IPNV) and Renibacterium saloninarum. 2. Quality assure analyses for A. Salmonicida (Furunculosis), ILAV, SAV, PRV and PMVC. 3. The tests must be able to be carried out on char, sea trout and salmon and the analysis results must be quality assured with internal control (e.g. analysis for household gene). 4. The tests must be able to be carried out on both organ samples (kidneys, heart, spleen, gill) and on roe fluid/milk. 5. Option for storing samples for any later testing. 6. Option for delivering sample material to other laboratories or to the contracting authority at the contracting authority's request. 7. Sample results in Norwegian, in electronic format and delivered to the contracting authority within 5 days of receiving the sample. 8. The contracting authority asks that tenderers draft the systems that they can offer to fill in and send the submission form electronically and for the delivery of reply letters in a format that can be downloaded in the database. Extent and quantity: The extent is an estimate based on the contracting authority's experiences from previous years and the expected number of individuals who shall be tested in the contract period. Each individual is expected to be tested for a minimum of IPNV and R. salmoninarum. In addition A. salmonicida and other fish pathogenics are relevant. In 2016/2017 the expected number of individuals is approx. 400-500. In 2017/2018 there are expected to be approx. 1 000 individuals. In 2018/2019 there are expected to be approx. 1 000 individuals. In 2019/2020 there are expected to be approx. 1 000 individuals. The rules, needs and framework terms are subject to changes. Note that the Contracting Authority will not be obliged to procure a specific volume. Emphasis is put on the fact that the figures stated above are based on statistics from previous years and are estimates for further activity in the Gene Bank. Changes to assignments, budgets and routines can affect the total volume. All communication between the Tenderer and the Contracting Authority shall be directed to the Contracting Authority's contact person via the ‘question and answer’ function in our electronic tender system. All questions and answers will be made accessible in anonymous form for all of the tenderers. Enquiries received after the deadline for questions will not be answered.
