Within the Councils Corporate Plan, 2014 – 2017, the Sport, Leisure and Culture Directorate will aim to ensure provision of high quality, customer-orientated services able to adapt to rapidly changing leisure needs and trends within the context of greatly reduced public sector funding. Leisure Cardiff Council owns and operates the following leisure facilities across the city: 1 Llanishen Leisure Centre 2 Pentwyn Leisure Centre 3 Eastern Leisure Centre 4 Western Leisure Centre 5 Fairwater Leisure Centre 6 Maindy Centre 7 Channel View Centre 8 Cardiff International Sports Stadium 9 STAR Centre 10 Splott Hub (planned provision)* * N.B. At the present time, there is a proposal for a Splott Hub (10) to be constructed during 2015/16. When opened it is currently intended that the STAR Centre (9) will close. An Income Strategy with particular reference to the Active Card was developed in 2009 in order to improve sales and marketing across the facilities. This agreement involved a formal arrangement with Alliance Leisure on a profit sharing basis to an agreed baseline. It should be noted that this arrangement may or may not be taken forward with this agreement. The Proposal The Council recognises that its Leisure Services play a fundamental part in ensuring that Cardiff residents are able to enjoy healthy and active lifestyles, with the current facilities providing a high quality comprehensive programme of leisure and community based activities. However, as a result of the reductions in public sector budgets, the Council has had to accommodate significant reduction in funding amounting to GBP 48 million in 2014-15 with further projected reductions of GBP 34m in 2015-16 and GBP 38m in 2016-17. These levels of reduction, in the context of a growing population and greater demand for services, are unprecedented and place an immense strain on the ability of the leisure services to achieve its aims. The net budget for Leisure in 2014-15 will be GBP 3,184,600 showing a reduction of GBP 1,295,352 on the 2013-14 outturn. The Council commissioned an outline options appraisal which, while not ruling out any option, identified the procurement of an external partner as the alternative delivery mechanism with most promise to meet the challenges facing the Council in respect of the operation of its leisure and cultural venues. A report recommending commencement of procurement in respect of each service was approved by the Council's Cabinet in May 2014. Before possibly issuing a contract notice the Council wants to test some of the parameters/ expectations for any possible procurement including the way in which any such procurement can be framed in the context of the desire to maintain leisure services and achieve targets set out in the Cardiff Physical Activity Strategy (please refer to Memorandum of Information) whilst meeting current budget expectations. The Council also wishes to retain flexibility to address further budgetary reductions in the future, including reducing or even avoiding the need for subsidy from the Council. Whilst the report commissioned by the Council addressed both leisure and culture services requirements, it is considered that to retain maximum flexibility and maximise competition that the procurements will not be combined and accordingly market sounding events are being undertaken separately in respect of the cultural services procurement.
