As part of the re-commissioning of existing stop smoking services, contract(s) will be competitively tendered during 2015 for the provision of a new service which will provide stop smoking services in community, acute and primary care settings, including services for targeted groups which are focused on becoming tobacco and nicotine free as the ultimate objective for services and interventions. The services to be commissioned will be required to actively demonstrate how their service will contribute and deliver outcomes to the portfolio of Public Health intentions The range of services to be offered will seek to secure a contribution in reducing smoking rates and the harm caused by tobacco use through a creative and innovative approach. The procurement is led by Liverpool City Council. The procurement exercise will include: — Universal Smoking Cessation Services across Liverpool, — Initiatives that prevent people, particularly young and vulnerable people from starting to smoke, — Initiatives that protect people and communities from tobacco related harm — including elements, harm reduction, — Targeted Smoking Cessation Services for priority groups as agreed by the Health and Wellbeing Board across Liverpool, — Services will be accessed based on residency in Liverpool, with the exception of work-based services. The Council is to undertake a soft market testing exercise and consultation to canvass independent views to support and shape the specification.
