Within the Councils Corporate Plan, 2014 – 2017, the Sport, Leisure and Culture Directorate will aim to ensure provision of high quality, customer-orientated services able to adapt to rapidly changing leisure and arts needs and trends within the context of greatly reduced public sector funding. The primary aims for the Sport, Leisure and Culture Directorate will be to maintain, and grow where possible, the cultural infrastructure of the city in a period of declining financial resource. Cultural Services Cardiff Council believes the arts should touch everyone's lives and be part of our work, leisure, education and environment and recognises the contribution the arts activity in the city makes to the ability to generate wealth and prosperity in Cardiff and the wider region. Cardiff Council owns and operates the following 2 cultural venues which are within the scope of this PIN: — St David's Hall (the National Concert Hall and Conference Centre of Wales) — New Theatre (the city's oldest surviving venue having operated over 108 years) The facilities provide a high quality comprehensive programme, offering customers good value for money and play a fundamental part in ensuring that Cardiff residents are able to access a complete range of arts and entertainment. Cardiff enjoys a multitude of venues serving different tastes in the arts. Cardiff is also host to a number of national arts organisations, broadcast drama and music companies and the city is home to a significant community of professional musicians, actors, artists and theatre makers. The Proposal The New Theatre and St David's Hall are an important part of Cardiff's cultural ecosystem and contribute to Cardiff's identity and sense of place. However, as a result of the reductions in public sector budgets, the Council has had to accommodate significant reduction in funding amounting to GBP 48 000 000 in 2014-15 with further projected reductions of GBP 34 m in 2015-16 and GBP 38 m in 2016-17. These levels of reduction, in the context of a growing population and greater demand for services, are unprecedented and place an immense strain on the ability of the arts services to achieve its aims. The net budget for the two venues in 2014-15 will be GBP 1 882 500 showing a reduction of GBP 383 424 on the 2013-14 outturn (please refer to Memorandum of Information for further financial information). The Council commissioned an outline options appraisal which, while not ruling out any option, identified the procurement of an external partner as the alternative delivery mechanism with most promise to meet the challenges facing the Council in respect of the operation of its leisure and cultural venues. A report recommending commencement of procurement in respect of each service was approved by the Council's Cabinet in May 2014. Before possibly issuing a contract notice the Council wants to test some of the parameters/ expectations for any possible procurement including the way in which any such procurement can be framed in the context of the desire to maintain services and achieve strategic targets (please refer to Memorandum of Information) whilst meeting current budget expectations. The Council also wishes to retain flexibility to address further budgetary reductions in the future, including reducing or even avoiding the need for subsidy from the Council. Whilst the report commissioned by the Council addressed both leisure and culture services requirements, it is considered that to retain maximum flexibility and maximise competition that the procurements will not be combined and accordingly market sounding events are being undertaken separately in respect of the leisure services procurement. This PIN is issued solely for the purpose of alerting the market to an anticipated procurement and to seek early engagement to test the opportunities for delivering the Council's objectives.
