Wave Hub - Navigational Markers Supply, Installation & Maintenance.

The design, procurement (manufacture and supply), installation and commissioning of navigational markers to service the Wave Hub site. The site is approximately 2*8 km square of consented area. The contract may need to include for the maintenance of the buoys for a period of up to 3 years post installation. This requirement will be determined prior to the Invitation to Tender stage. The work is broadly detailed as follows: — supply of five (5) yellow pillar special mark buoys and all mooring devices and ancillaries (conforming with the requirements of the IALA Maritime Buoyage System), — supply of two (2) lighted high focal plane cardinal mark buoys and all mooring devices and ancillaries (conforming with the requirements of the IALA Maritime Buoyage System), — design of mooring systems for the buoys. As a minimum the buoys shall be secured to the seabed by a clump weight arrangement which is designed to withstand any mechanical or environmental forces that could drag over the SPC, hub or tails. The buoy tether length shall be sufficient to limit it’s excursion to 10m from it’s nominal position, — installation of five (5) special mark buoys and moorings at the coordinates specified, — recover and re-install one (1) special mark buoy and mooring at the coordinates specified. This buoy will have been pre-install near its final location by the Cable Lay Contractor, — installation of two (2) lighted high focal plane cardinal mark buoys and moorings at the coordinates specified. Wave Hub is a novel system that provides the electrical infrastructure to support developers of Wave Energy Converter devices (WECs). Wave Hub allows WEC developers to test WEC arrays over several years in a fully monitored marine environment, and export their generated electricity to the local grid, via the Western Power Distribution (WPD) substation at Hayle on the North coast of Cornwall. The development consists of 25km of armoured subsea power cable (SPC) from the shore to a subsea termination hub. WEC’s will be connected via sub sea cables from the hub tails. The main 25km SPC is protected and stabilised along its route. At the landfall the cable is installed in a HDPE conduit under the beach dunes and connects into a newly constructed electrical substation. The substation includes a transformer, switching gear and control and monitoring facilities. There are currently no WECs deployed within the Wave Hub site and further details can be found at www.wavehub.co.uk. There is dedicated Wave Hub office in the centre of Hayle which allows some command and control functionality. The Contracting Authority is currently in transition with a view to clousre by March 2012. It is the intention that the Contract related to this notice will be transferred or assigned to the successor body. The successor body is currently expected to be a dedicated Operational Management Company for the Wave Hub facility. The fall back position will be the statutory successor, which in this case is the UK Governments Department for Business. Innovation and Skills (BIS). The transfer or assignment clause in the Contract is expected to read "The Contracting Authority (Employer) shall be fully entitled to assign or transfer all or any of the rights under this Contract at any time without the consent of the Supplier. The Supplier may not assign or transfer any right or obligation under this Contract".
