This is not a call for competition and no contract will be awarded following this process. The Contracting Authority intends to conduct a procurement competition for the provision of a Shared National Online Electoral Registration System. To this end the Contracting Authority is now engaging in this Market Consultation process. It is intended to commence a procurement competition for the system later in 2022 or early 2023. The objective is to implement a highly secure, scalable national system that enables electors to securely and easily register and manage their records online whilst also enabling each Local Authority to effectively fulfil its role as a registration authority. The proposed solution will need to be adaptable and responsive to future user needs and preferences, changes in technology and potential legislative changes. It will be a requirement to ensure Privacy by design principles are adhered to.
