Orkney Islands Council requires to engage with a suitably qualified managing agent to deliver the HEEPS: ABS into households in communities across the Orkney Islands. The Scottish Government announced that 1 300 000 GBP has been set aside for Orkney pending proposals coming forward from Orkney Islands Council as to how it will be committed. The Scottish Government has yet to confirm the final allocation of funding for 2014/2015 but it is envisaged that a final decision will be made during the 3 month period commencing May 2014. It is anticipated that the contract will comprise the marketing and recruitment of participants, appointing suitably qualified energy surveyors, procuring, appointing and managing sub-contractors/installers and providing relevant data required to meet reporting obligations outlined by the Scottish Government. The Managing Agent will be required to deliver Energy Company Obligation (ECO) funding from as many funding streams as possible alongside HEEPS: ABS funding. The Managing Agent will be required to provide services and installations in line with the Scottish Government's HEEPS: ABS guidance (http://www.scotland.gov.uk/Resource/0042/00427870.pdf), requirements and the proposal by Orkney Islands Council to deliver the stated works.
