WDEPC is a wholly owned subsidiary of EEHC which in turn acts as the holding company of 16 affiliated entities which own and operate substantially all of Egypt's electricity generation and distribution. The proceeds of the loan will be used to finance the construction of a new Combined Cycle Gas-fired Power Plant in Damanhour city, El-Beheira governorate, on the El-Mahmoudia canal of the Nile river, about 100 miles northwest of Cairo, with a total installed capacity of 1.8 GW (Damanhour CCGT). The construction of the plant will provide high efficiency power to the country, help meet ongoing supply shortfalls and contribute to improving the overall energy efficiency and carbon footprint of the power sector. The total project cost is about USD 1.32 billion, which will be co-financed by loans from EBRD, European Investment Bank, African Development Bank and Arab Fund for Economic & Social Development (AFESD) as well as financing by EEHC's and WDEPC's own resources. The proposed project will require the procurement of the following goods, works and services from EBRD loan proceeds: • Supply and Installation of Steam Turbine Generators • Supply and Installation of Air Cooled Condensers Tendering for the above Contracts is expected to commence in the 1 st quarter of 2016. Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
