The Republic of Turkey has applied for a loan from the Council of Europe Development Bank for the amount of EUR 250 million in addition to the Loan signed on September 16, 2010 (loan number F/P 1701 (2010), amounting to EUR 250 m) for a continuous support of the Istanbul Seismic Risk Mitigation and Emergency Preparedness Project. It is foreseen to use the proceeds of this loan for payments of works and consulting services which will be procured using World Bank Procurement Procedures. The project will include the following components: • Component B: Seismic Risk Mitigation for Priority Public Facilities — Retrofitting/Reconstruction of Public Schools — Retrofitting/Reconstruction of Dormitories and Social Service Buildings — Retrofitting/Reconstruction of Administrative Buildings — Preparation of Feasibility Studies, Design and Supervision of Works — Public Awareness Campaigns, Materials and Training The Republic of Turkey, Governorship of Istanbul, Istanbul Project Coordination Unit (IPCU), in accordance with Council of Europe Development Bank must publish the Invitation for Bid in the Official Journal. The publication of the Invitations for Bids shall be done in free format throughout the site of the TED Unit of the Publications Office and needs to be sent by the CEB as it requires a European Member State address. Therefore the CEB will not be liable for the contents of the "Invitation for Bids" but will only provide the address in an EU member country. Calendar The project is expected to be implemented during the period 2014 to 2018 in Istanbul. Procurement Procurement of contracts financed by the loan will be conducted through the procedures specified in World Bank (IBRD/IDA) Guidelines for the procurement of goods, works and services, and is open to all bidders from eligible source countries as defined in the guidelines. Specific procurement notices for contracts to be bid under International Open Tender procedures and for large-value consultants' contracts will be announced, as they become available, in the European Journal, as well as the Official Gazette and/or national newspapers and/or freely accessible on the website of the Istanbul Project Coordination Unit: www.ipkb.gov.tr Interested eligible bidders who wish to be included on the mailing list to receive an invitation to bid under ICB procedures, and interested consultants who wish to receive a copy of the advertisement requesting expressions of interest for large-value consultants' contracts, or those requiring additional information, should contact the address below.
