JMC 022 - Highway Engineering Consultancy.

Shropshire Council has identified the need for professional services to support the delivery of highway and transport services. The scope of work includes (but not limited to) municipal, highways and transportation engineering, contract and commercial management, asset management, ICT services, fleet management, flood risk management and public realm maintenance management and inspections but does not include any physical works. The contract requires the supplier to provide a range of service delivery models including co-location of staff with the Authority's Services teams. Shropshire Council has identified services which will be included, and some which may be included following further consideration before the Invitation to Tender. The specialist professional services which will be included are, but not limited to: — Investigation, design, procurement, programme management, project management and site inspection of improvement and maintenance schemes and works, including those funded by external parties. — Responding to service enquires from members of the public including actioning and instructing Term contractor; — Procurement and management of routine network survey data; — Procurement and management of material testing (detection of defects and analysis of failures), ecological, arboriculture, archaeological, environmental and similar assessments; — Management and maintenance of inventory; — Production of condition indicators and network condition information; — Preparation and drafting of strategic plans, policies and standards; — Preparation and updating of Asset Management Plans; — Preparation of intervention Programmes and asset life cycles; — Preparation and drafting of surface water management plans and strategies; — Review of developers' planning consultation proposals; — Supporting statutory roles (e.g. Highways Authority, Traffic Authority and Lead Flood Risk Authority) authorisations including evaluation of SuDS Approving Body (SAB) applications; — Carrying out specialist hydraulic modelling; — Completing property flood protection assessments; — Carry out Flood investigation studies; — Carry out Flood alleviation scheme feasibility, economic appraisal and design; — Fulfilling the Land Drainage Authority functions; — Evaluation of Ordinary watercourse (non Main River) consents; — Carry out Principal and general maintenance inspections of structures (programmed); — Carry out Special inspections of structures(following incidents); — Carry out one-off and continuous traffic monitoring and traffic counts, traffic and transport modelling and strategic transport studies ,including consultation; — Preparation of funding bids including to The Marches Local Enterprise Partnership (LEP); — Preparation of business cases for major schemes; — Preparation and updating of Strategic studies such as Rail strategy and concessionary fare framework; — Carry out Public engagement and consultation exercises, including passenger interviews and surveys, public transport demand modelling and assessment; — Provide Pre-application advice to developers; — Preparation of Section 278 agreements including design, programme management, project management and site inspection of improvement and maintenance schemes; — Carry out Development-related transport planning or traffic impact modelling, evaluation and assessment; — Carry out Land searches and Gazetteer maintenance; — Provide professional support to the Service Manager; — Carry out audit of the contract management processes; — Provide advice and training on industry best practice, innovative materials and techniques, changes in legislation and specifications; — Provide other ancillary services related to all those listed above. Shropshire Council may also include other specialist professional services; — Surveys and Inspections including, but not limited to: — Routine highway safety inspections (including car parks); — New Roads and Streetworks Act and Permit inspections; — Routine Streetscene monitoring inspections (National Indicator 195/196); — Monitoring asset condition and serviceability; — Watercourse, culvert, flooding events and drainage works inspections; — Routine Transport infrastructure inspections; — Monitoring of Term Maintenance Contractor's performance; — Section 38 adoptions: pre-acceptance inspections; — Section 278 agreements site inspections. — Fleet Management, but not limited to: — Procurement, management and inspection of in house fleets; — Management and maintenance of inventory; — Providing statutory roles in terms of the in house fleet; including managing the Operators Licence; — Providing advice and training on industry best practice and techniques, changes in legislation and specifications. — Integrated Information and Communications Technology (ICT) Systems including, but not limited to: — Administer and manage Highways and Transport ICT, datasets and mobile data capture systems and on behalf of Shropshire Council, including making payments for licence fees, maintenance agreements, additional consultancy support, helpdesk and technical support to Shropshire end-users; — Coordinate implementation of ICT infrastructure in Divisional offices and specified depots to enable Shropshire's, Service Provider's and Term Maintenance Contractor's personnel to access the Highways and Transport ICT systems; — Administer and manage Highways and Transport administrative systems on behalf of Shropshire Council. Please note the Council is seeking a Contractor who will be committed to maximising positive local impact through the delivery of this contract. Employee ‘Transfer of Undertakings (Protection of Employment). Regulations ‘2006 (‘TUPE') will apply to this contract. Also compliance with the provisions The Best Value Authorities Staff Transfers (Pensions) Direction 2007, in relation to the Local Government Pension Scheme (as administered by Shropshire County Pension Fund) will also be required. Applicants are advised to seek their own legal advice about the practicality of these arrangements and will be asked to reflect the financial implication of such a transfer in their tender submission.
