Reprovision of Townlands, Henley-on-Thames Community Hospital, Oxfordshire and redevelopment of the site.

Oxfordshire Primary Care Trust (the PCT) wishes to appoint a development partner to redevelop the current Community Hospital site at York Road, Henley-on-Thames, Oxfordshire RG9 2EB which is expected to involve delivering new facilities for the benefit of the PCT and its procurement partner Oxfordshire County Council (the Council). The PCT will be leading on the conduct of this procurement exercise on behalf of its procurement partner. The principle requirement is for the appointed developer to finance, design, construct, and maintain new buildings which are suitable for accommodating: (i) an ambulatory care facility (including, but not limited to, outpatient clinics, out of hours service/minor injuries unit and diagnostics) for the PCT; (ii) an 18-bedded sub-acute unit for the PCT; and (iii) a nursing care home for the council with approximately 45 beds. The exact configuration as to how these three elements integrate to provide care and efficiency benefits will form part of design solutions proposed by the bidders during the competitive dialogue stage of the competition. The PCT expects to grant a 125 year lease of the land required to build the facilities mentioned above. Once the facility/facilities are complete, the PCT is expected to take a leasehold interest from the developer in its ambulatory care facility and it 18-bedded sub-acute unit whilst the council’s contracted provider of nursing care home services, Oxfordshire Care Partnership (OCP), is expected to take a leasehold interest from the developer in the nursing care home with approximately 45 beds. The commercial details of the leasehold arrangements are still being developed and the final specification requirements will be provided to bidders shortlisted to commence the competitive dialogue stage of the competition, including the term of the leases, however at this stage it is envisaged that the leases will be in the region of 25–35 years. The design and construction of the ambulatory care facility and the PCT’s 18-bedded sub-acute unit will be in accordance with NHS guidance and the PCT’s specifications. The nursing care home with approximately 45 beds will be designed and constructed in accordance with the council’s specifications for the benefit of OCP who the council propose will take a lease from the developer. The facilities covered by this procurement will be of high architectural quality and environmentally sustainable with the PCT’s facilities built to BREEAM Healthcare Excellent standard. It is envisaged that the successful bidder will also be required to provide Hard FM (facilities management) services. For the avoidance of doubt the contract for the provision of Soft FM services does not form part of this procurement. The equipment provision specification for the facilities will be provided to bidders shortlisted to commence the competitive dialogue stage of the competition. The design solution for the PCT's bedded unit and Council's nursing care home facility may incorporate additional space suitable for third party health/social care provider tenants to the developer (in order to bring efficiencies and financial benefits to the delivery of the scheme) but it will be the developer's commercial risk and responsibility to identify and secure such tenants to occupy any additional space. The appointed developer will also be required to acquire the surplus land on the site on a freehold basis which can be used by the developer to deliver further independent developments in terms of health and social care facilities and/or private residential accommodation (or other uses permitted by the planning authorities or any covenants) in order to generate third parties returns. The surplus land consists of approximately 1.54 Hectares on which currently elements of the existing community hospital sit together with several unused buildings, some of which have preservation orders/preservation listings on them. The PCT would encourage bidders to incorporate solutions for the surplus land which compliment and provides some health and social care integration benefits with the PCT’s facilities (e.g. Extra Care Housing). Whilst there is commitment from the council as a procurement partner to the PCT for this scheme, the PCT reserves the right to continue the procurement and invite participants to adapt their solutions in the event that the council requirements changes and/or are withdrawn. The PCT and its procurement partner reserve the right not to award this opportunity or to award only part (or a different arrangement) of the opportunity described in this OJEU notice. Although it is currently envisaged that the PCT will be the contracting authority conducting this procurement future government guidance, policy, regulation or NHS re-organisation may require a successor body to become the contracting authority to conclude the procurement exercise. This may include among others an NHS Foundation Trust or a central government body. For avoidance of doubt the contract for the provision of healthcare services does not form part of this procurement.
