WYCA has numerous rental agreements with BT for the provision of fibre optic links that have been taken out since 2000. BT being the only service provider who could offer comprehensive coverage, service, repairs and maintenance of WYCA sites. Over the years numerous BT annual rental orders for the fibre optic circuits have been set up as each bus station / property has been redeveloped or refurbished. The current rental agreements have different annual anniversary dates due to all the projects that have been undertaken since 2000. WYCA is to carry out a full technical review of existing cameras and digital circuits, after which a full business case will be developed to determine if the existing CCTV camera infrastructure can be rationalised and improved to reduce annual revenue costs and future capital costs. Once the review has been completed, meetings have been held with district partners, camera types, locations and numbers have been determined and local recoding options have been considered, it will be possible to determine the fibre optic routes required for links from the various sites back to Middleton. At that time a competitive procurement exercise will be undertaken for the provision of the fibre optic links. For the interim period this award is for the 2 year rental agreement for fibre optic cables and the omission of 4 fibre optic circuits currently provided to the districts (not including Leeds) which are underutilised and a further option to remove up to 4 further circuits over the 2 years of the contract.
