Alpha Housing Association (Northern Ireland) Ltd, Fold Housing Association, Habinteg Housing Association (Ulster) Ltd and Triangle Housing Association Ltd, (each a Contracting Authority) are registered social providers with housing stock throughout Northern Ireland. Further information relating to the properties and schemes and comprehensive details of the scope is provided in the tender documents. The Contract will encompass the undertaking, on a three star basis, of periodic servicing, testing, inspection, certification, maintenance and repair to gas and other alternative heating appliances and installations for which the Contracting Authorities holds repairing responsibility. The Contract will also include for responsive repairs and maintenance to complete domestic hot and cold water installations; and legionella testing and monitoring. Key characteristics of the contracts are likely to be, but are not limited to: 1) Provision of a 24/7 daytime and out of hours emergency call-out service with 2 hour maximum on-site responsive time which will be demand led. 2) No guarantees as to the volume or value of works or services that may be required under the contract. 3) The Contract will be for an initial term of 5 years with the option for the Client to annually renew for a up to a further 5 years (potentially a 10 year Contract overall). 4) Provision requiring delivery of a customer focused service and showing a commitment to providing value for money to the Contracting Authorities and their residents, shared owners and all other customers and must be responsive to achieve collaborative working practices, innovation and continuous improvement; 5) Provision for regular monthly, quarterly and annual performance meeting reviews; early termination and also meeting, maintaining and improving on Key Performance Indicators and the development of year on year efficiency savings. 6) Initial indications from the incumbent contractors is that the terms of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (‘TUPE’) will apply in respect of their existing workforce in respect of the works undertaken for Fold Housing Association. In the event that this changes between now and issue of tender documentation, information relating to the TUPE details of the incumbent's own workforce will, if and to the extent available and/or applicable, be provided at the tender stage of the procurement process. The total stock of the four Contracting Authorities is currently 9 403 dwellings. The Gas and alternative heating appliances and installations will comprise but is not limited to the following: — Domestic Gas Boilers; — Communal Domestic Gas Boilers; — Centralised Commercial Gas fired Boiler Plant; — Domestic Oil Boilers; — Communal Domestic Oil Boilers; — Centralised Commercial Oil Fired Boiler Plant; — Domestic Solid Fuel Heaters and Back-boilers; — Domestic and Communal Electric Storage Heaters; — Domestic Electric Wet Heating; — Biomass Boiler Plant; — Combined Heat and Power Power Plant; — Solar Thermal Heating Systems; — Photovoltaic Systems; — Exhaust Air Source Heat Pumps; — Heat Recovery and Ventilation MVHR Units; — Grey Water Harvesting; — Rainwater Harvesting; — Ventilation and Air Conditioning Units; — Space and Under-floor Heating Installations; — Contracts are anticipated to commence on or before the 1.11.2015. Economic Operators should note that, during the contract period other Department for Social Development Registered Housing Associations in Northern Ireland may join the Contracting Authorities by acceding to the Contracts and require works to be provided to them under the Contracts.
