Devon Adult & Community Learning (DACL) as part of Devon County Council (DCC) contracts with the Skills Funding Agency (SFA) and Education Funding Agency (EFA) to deliver publicly funded educational provision to residents of the South West. DACL activity is delivered through a range of partnerships and though a network of main centres and off-site provision through a geographically spread workforce. The provision is funded through a variety of funding streams which require DACL to capture, retain and return confidential information on the nature of activity taking place. The nature of the confidential information is determined by the SFA/EFA working through the Information Authority. DACL currently uses a management information system (MIS) to capture, store and report on this information in line with the requirements of the contract laid down by the SFA and by the IA. The same MIS links with the DCC payments system to enable learner enrolments to be taken in centres, over the telephone and online. The same MIS is used in conjunction with other software packages to provide management information for staff and managers to enable management of the curriculum and business decisions to be made at an operational level. The MIS is currently hosted on DCC servers and is managed by Devon IT Services. DACL are seeking an externally hosted MIS solution that will enable learners to enrol and pay through a variety of channels – online, telephone and in person placing minimal burden on both the learner and staff. The MIS needs to provide real-time information on key performance indicators including learner recruitment, financial performance (funding v costs), success and retention which are easily customised for different end users. The solution needs to be accessible to staff working at DCC sites and ideally through open web access. This contract may be used by the Devon Procurement Partnership.
