Warrington Borough Council in conjunction with Cheshire West and Chester Council, Cheshire East Council and Halton Borough Council. Seek expressions of interest from organisations interested in providing professional consultancy services through a framework contract arrangement. The services to be provided cover the Council's responsibilities in connection with Transportation and the Public Realm. The framework may also be used by English Councils with a border with any of the councils named above with the consent of Warrington Borough Council. The Councils intend to appoint a panel of consultants to provide multi-disciplinary professional and technical advice, design, guidance, negotiation and assistance on construction and other issues, including, but not limited to: TRANSPORTATION Transport planning and policy Project Management services Transport policy research and development Local Transport Plan development Development of Area Strategies Transport Development Control services and Public Enquiry support Stakeholder engagement and public consultation Transport and Traffic data collection and analysis GIS, Mapping and 3D Visualisation Scheme development and transport/traffic modelling Transport/traffic model development across range of modelling software platforms Scheme bid preparation & economic analysis (covering range of funding sources and scheme types) Feasibility, Preliminary and Detailed design services (across a full range of transport related projects from pedestrian and bicycle improvement schemes to major junction and bus priority design) Non-motorised user audits Environmental assessments including EIA's Public consultation Public Transport Rail studies and policy advice Public Transport Strategy development (Rail, Bus & Taxi) Passenger transport infrastructure design and assessment Passenger transport smart cards and electronic ticketing Passenger transport specialist ICT development and commissioning (including interface between systems for multi-agency integration) Behaviour change and accessibility Travel planning (development & implementation) in workplaces, schools and other settings Personalised travel planning Accessibility planning and mapping Identification and delivery of sustainable transport projects (e.g. walking and cycling) Network Management and Parking Traffic and parking data collection and surveys Network Management duty Network assessments UTMC/UTC Traffic signal assessment and installation Traffic signal design and modelling Project management of traffic Signal / UTMC projects Parking management (including residential parking schemes) Freight strategy development and implementation Traffic Management & Road safety Accident investigation & prevention work Road safety training and education Traffic and parking data collection, surveys and analysis Safety Audits Area traffic studies Traffic Regulation Orders – survey, design and processing Signing strategy and design Street furniture review and De-cluttering strategies PUBLIC REALM AND ASSET MANAGEMENT Highways and structures Highway Maintenance Strategy planning and development Project Management services Highway design – Feasibility, Preliminary and Detailed of range of transport and asset management related functions S38/S278 approvals CDM Coordinator Services Project management and site supervision Street lighting design and approvals Structural testing of street lighting columns General and principal bridge inspections Abnormal load assessments Design and assessment of bridges and other highway structures including design checks and technical approval Transport, Traffic and Asset data collection and analysis Drainage and flood risk Flood risk assessments Drainage studies and design approvals Drainage system modelling “SUDS” design and approvals Environmental Services: Air quality and noise monitoring Ecology and habitat surveys Environmental studies and site investigations This Framework will be for 2 years with two 12 month extensions.
