Thank you for expressing an interest in being considered for the above contract. The council has reviewed its requirements and the contract that it wants to achieve, consequently it has decided that this procurement is cancelled. The structure of the contract was out of step with current market conditions and may not have derived the aims and objectives required by the council and its partners in these current economic times. The council is therefore preparing to issue a new OJEU for a contract that will meet its requirements for Construction Consultancy Services. We welcome your ongoing interest in being considered for the future Framework Agreement and trust you will respond to the OJEU notice in due course. The contracting authority is purchasing on behalf of East London Boroughs - Tower Hamlets, Redbridge, Newham, Havering, Barking & Dagenham, Waltham Forest and all of their associated almos, Housing associations and schools. The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs).However, any selection of tenderers will be based solely on the criteria set out for the procurement,and the contract will be awarded on the basis of the most economically advantageous tender. This Procurement is on behalf of all East London boroughs (as above), their housing divisions or almos, schools or any other associated public body. The values listed relate to London Borough of Tower Hamlets' estimated spend and is to be applied to each of the authorities. This framework is not exclusive, nor its it compulsory that the other councils always use it. Some services for specific projects may be procured separate should funding or economies dictate such. The turnover requirements have been set against the individual order sizes rather than annual spend as yearly budgets are uncertain - banding has been set at an intermediate level to encourage accessibility from the full market spectrum of suppliers and to promote fir competition for all; suppliers are only invited to bid for one band per Lot. Where suppliers bid for multiple Lots, on projects where we require both a design team and a client support role, you will only be invited to quote for one element. The authority will be conducting credit checks on suppliers short listed to tender - scores of R3 or R4 will be disqualified unless a satisfactory explanation is provided with the PQQ document. This tender does not support consortia bids; however, suppliers bidding for either Lots 1 & 2 will be required at tender stage to detail how they will work with the success full suppliers across the other 11 Lots, who their current supply chain partners are and how the will utilise local knowledge and stimulate the local economy whilst working with us on various schemes.
