The European Bank for Reconstruction and Development [the Bank] intends using the proceeds of the loan towards the cost of Ossakarovka Electricity Transmission Rehabilitation Project including necessary consulting services for the procurement and project management. The main objective of the assignment (consulting services for the Project Implementation Unit) shall be: • Preparation of tender documents, project management, engineering assistance, contract supervision and monitoring, quality assurance, environmental monitoring and reporting. The assignment is expected to start in February 2012 and last about 24 months. The contract for Rehabilitation of 220 kV OHTL TsGPP SS – Ossakarovka SS will be financed from the EBRD loan and consulting firms from any countries are eligible for shortlisting and selection. Firms may associate to enhance their qualifications. In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following: • Company profile, organisation and staffing; • Details of experience or similar assignments (rehabilitation or construction of the OHTL 220 kV or higher) undertaken in the previous ten years, including in the Central Asia region, the CIS and countries of Central-Eastern Europe. The number of performed contracts shall be minimum three (3) related to OHTL rehabilitation/construction, at least one of them shall be performed in similar to Kazakhstan climatic conditions; • CVs of staff available for the assignment. The Consultant should propose a mix of experienced professional engineering staff, procurement and financial expert with not less than ten years of relevant experience. The above information should be presented on maximum 50 pages. Copy of company financial statements shall be attached. One original and three copies of the above information in English language should be submitted to the address below clearly marked "Expression of Interest for Procurement and Project Management under Ossakarovka Electricity Transmission Rehabilitation Project" not later than August 01, 2011, 17:00PM (local time). To facilitate evaluation companies are requested to submit their EOI with Russian translation. However, lack of translation shall not be the reason for rejection or effect evaluation of the EOI.
