Article 14(1) and (3) of Directive 2012/27/EU and its amendment Directive 2018/2002/EU (Energy Efficiency Directive — EED) requires each Member State to carry out and submit to the Commission a comprehensive assessment of the potential for energy efficiency in heating and cooling. The assessment must include all the elements referred to in Annex VIII of the EED. Commission Delegated Regulation (EU) 2019/826 (Delegate Regulation) amending Annexes VIII and IX of the EED on the contents of comprehensive assessments of the potential for efficient heating and cooling. The Delegate Regulation simplifies the requirements for the assessments and aligns them with the updated energy union legislation, in particular the Energy Performance of Buildings Directive 2018/844/EU (EPBD), the EED, the Renewable Energy Directive 2018/2001/EU (RED) and Regulation (EU) 2018/1999 (Governance Regulation). The Member States had to submit the first comprehensive assessment by 31 December 2015.
