II.1.5) Short description of the contract or purchase(s): The Mayor's Office for Policing and Crime (MOPC), on behalf of the Metropolitan Police Service (MPS), seeks to procure a replacement Intranet Content Management System. The current MPS Intranet is a key communication tool for 55 000 MPS users and is a vital means of communicating news and information internally as well as providing on-line access to operational briefings and forums.. It currently hosts essential services such as the MPS library of standard operating procedures, intelligence briefings, the MPS human resource self-service facility and all corporate forms. It includes a search capability and some functional applications such as the School Uniform Database. It contains approximately 46 000 pages of information and 55 000 resources. It receives circa 1 800 000 requests for information per day. The current system utilises out-of-date technology. The objective of the procurement is to preserve and enhance the existing MPS intranet capability by replacing the existing outdated intranet technology in order to provide a future-proofed solution that can be fully supported and which will accommodate the development needs of the organisation. The MOPC, as the contracting authority, is tendering for the supply of a Replacement Intranet Solution to the Metropolitan Police Service (MPS). The Authority/MPS is seeking through this tendering process to award a contract with a suitably capable Contractor to provide a solution for a minimum initial term of 36 months and a unilateral option of the Authority/MPS to extend for further periods up to a maximum of 120 months contract duration. It should be noted that in the future the Authority/MPS may also utilise the content management system for delivery of its external internet and extranet sites. II.1.1) Title attributed to the contract by the contracting authority: Provision of a Repalcement Intranet Solution content Management system for the Metropolitan Police Service. II.2.1) Total quantity or scope The scope of the requirement is to design, build, install, test, implement, support and maintain a replacement Intranet Content Management System (CMS) to meet the specific needs of the Metropolitan Police Service. It is envisaged that a fit-for-purpose replacement CMS solution might comprise the following elements: — Infrastructure-Hardware and operating software, — Content Management System software, — Configuration/Development Services, — Technical Design Services, — Integration Services, — Training Services, — Support and Maintenance Services. The Authority/MPS wish to consider two options for solution provision in order to establish which approach best meets its requirements and offers best overall value-for-money: Option 1: Provision of a Intranet Content Management System to be internally hosted within the MPS. Under this option, the Authority/MPS would purchase the necessary hardware and software licensing and the system would be designed, built, installed and commissioned within MPS data centres by the successful supplier in conjunction with the MPS's Information Services Provider. 1st and 2nd line support would be provided by the MPS Information Services Provider, with 3rd line support being provided by the successful supplier. Option 2: Provision of a fully-managed Intranet CMS service contract (i.e. a Software as a Service Cloud-based solution). Under this option, the Authority/MPS would contract with the successful supplier for an end-to-end supplier-hosted intranet service, with the supplier providing a hardware platform, all software licensing as well as design, build and implementation activities within an IL3 hosting environment. It should be noted that in the future the Authority/MPS may also utilise the content management system for delivery of its external internet and extranet sites. Suppliers selected following the Pre-Qualification Stage will be invited to propose solutions based on the above options in response to a detailed Statement of Requirement. It should be noted that the contracting authority intends to commence a discrete procurement procedure in relation to the provision of a fully managed Intranet CMS service (i.e. a Software as a Service Cloud based solution) ("External CMS"). The contracting authority reserves the right not to make any award in relation to this procurement and or the External CMS, while it is envisaged that the contracting authority will award a contract in relation to either this procurement or the External CMS only (i.e. not both).
