LGSS Cash Collections Framework Agreement

LGSS is a jointly owned shared service formed by Cambridgeshire County Council (CCC) and Northamptonshire County Council (NCC) in October 2010 through the merger of their corporate services into a single entity. LGSS is one of the UK's largest shared services ventures of its kind and is already delivering improved value to a wide range of customers across the public sector through sharing resources, process redesign and shared exploitation of technology. The aim of LGSS is to continue to expand the number of customers utilising our services, which will further exploit the economies of scale across the wider public sector. Cambridgeshire County Council (the ‘Authority’) wishes to invite Tenders for the supply of a Framework Agreement for a sole supplier of Cash Collection Services initially in respect of Cambridgeshire County Council, Northamptonshire County Council, Northamptonshire Partnership Homes, Northampton Leisure Trust and Northampton Borough Council. The successful Potential Provider(s) will be responsible for providing this service and liaising closely with the Contract Manager identified by the Authority. These requirements will not be divided into Lots; the requirement is for a sole provider on the framework agreement to provide the full range of services specified within the tender documentation. In the main the Framework Agreement and subesquent Call-off contracts shall be for the service provider to collect and transport sealed containers of cash and cheques from various Council premises, process (if necessary) and deposit in / transfer to the Councils bank account. To collect and transport coinage and process (if necessary) for deposit in / transfer to the Councils bank account from: i. Council's Car Park Pay and Display Machines, ii. On-street pay and display machines, And; iii. Pay on entry toilets and other premises with payment machines (if required). The requirements of the Authorities will be used to establish a framework of service providers which will be effective for 4 years with an estimated start date of July 2015 to June 2019. It is difficult to predict the exact value of this Framework Agreement as the Authorities’ requirements are likely to vary over the contract term, but it is estimated that the total value will not be less than 150 000 GBP or greater than 2 500 000 GBP. however these figures are given as a guide only and not guaranteed and shall increase should other bodies access the framework. The current estimated spend for each authority based on 2013/14 spend is around the following levels: — Cambridgeshire County Council 93 000 GBP per annum; — Northamptonshire County Council 53 000 GBP per annum; — Northampton Borough Council, Northamptonshire Partnership Homes and Northampton Leisure Trust 40 000 GBP per annum; Tenderers should note that the estimated annual spend figures given above are only estimates and spend may vary and no guarantee of any or any particular volume of work is given. This Framework Agreement shall be open to all of LGSS including: i. Partners and other organisations delegating services and or functions to LGSS (currently Cambridgeshire County Council, Northamptonshire County Council, Norwich City Council and Northampton Borough Council) who participate in LGSS' shared services venture; ii. Existing and new customers of LGSS; iii. Any city, district, borough or other local authority within the counties of any LGSS partner authority (currently Cambridgeshire County and Northamptonshire County)including Northamptonshire Partnership Homes; iv. Any companies or organisations set up by participants in LGSS; v. Any school, academy, university or other educational establishment within the counties of any LGSS partner authority (currently Cambridgeshire County and Northamptonshire County); and; vi. Members of the local authority purchasing group, Central Buying Consortium (CBC). Further information about CBC can be found on the website address below: www.cbconline.org.uk/ There will be no guarantee of volume of work to be given under this framework agreement. Access to this framework by such bodies shall solely be controlled and managed by LGSS, and the successful providers shall not accept any instructions under this framework other than from LGSS. Potential Providers should note that they must be approved by the nominated authorities banks to deliver to Cash Processing Centres. Currently Cambridgeshire and Northamptonshire County Council's utilise Barclays Bank whilst Northampton Borough Council, Northampton Partnership Homes and Northampton Leisure Trust currently utlise HSBC for their Banking Arrangement. Providers are asked to note that these or any other bodies utilising the arrangement over the life of the framework agreement could utilise other Banking Parties. Cambridgeshire County Council along with Northamptonshire County Council and Northampton Borough Council, Northampton Partnership Homes and Northampton Leisure Trust wishes to call-off the framework for an initial period of three years with the option to extend for a further year and appoint that single Service Provider to deliver a secure Cash Management Solution which includes cash collections, processing, counting (when advised), transportation and depositing services from a large number of designated locations within the geographical boundaries of the County of Cambridgeshire and Northamptonshire although some collections could be outside of the boundaries during the life of the arrangement.
