The existing business agreement for the Inland Revenue Service’s central system for collection of direct tax, social security contributions and employers' national insurance contributions for Norway (henceforth referred to as SOFIE) will expire 31.12.2012. The Inland Revenue Service shall therefore enter into a new agreement for management of the application with accompanying system environments (production, test and development, training, stand-by arrangement and reference). The deliveries will include considerable ICT infrastructure and extensive application management. The procurement is comprised by the procurement regulations and will therefore be published in accordance with the public procurement regulations (FOA) sections I and III. SOFIE is based on an Oracle and UNIX platform, with connection to clients in all municipalities, about 3 000-3 500 daily users, with local operating environments across the country. The management is regulated by a customer - supplier model where The tax collection offices (SKO) are the customer and SITS is the supplier. Operating Supplier will in this model be a subcontractor to SITS. The principal stakeholders are: — The Norwegian Directorate of Taxes (henceforth referred to as SKD), — Municipal Tax collectors (henceforth referred to as SKO), — The Inland Revenue Service in the regions, — The Inland Revenue Service’s IT and Service partner (henceforth referred to as SITS).
