The Scottish Ministers are seeking a contractor to market and deliver business support and development services to the enterprising third sector. The contract will build on (but not necessarily replicate) the work of the enterprising third sector action plan http://www.scotland.gov.uk/Topics/People/15300/Actionplan and other support to the sector from Highlands and Islands Enterprise. A key objective of this contract is to simplify the existing support landscape by providing a single point for individual organisations to access the help they need to ensure that they grow in financial resilience and sustainability. The contractor must ensure that their approach is appropriately balanced to deliver best value and familiarity with the third sector and its key stakeholders will be necessary to encourage wide organisational uptake of these services. Services must be flexible, responsive and sensitive to needs. Knowledge of any pre existing support (i.e. those provided in a local context by business gateway) will be important to avoid duplication of services and a partnership approach will be needed to ensure appropriate signposting and follow on support for clients. The contractor will facilitate a smooth transition into the new arrangements from previous support and service provision should be accessible and of equitable quality across Scotland. Contractors will also be required to support the Scottish Government’s economic and social regeneration objectives. Accordingly contract performance conditions may relate in particular to social and environmental considerations.
