Given the severe budgetary constraints and capacity gaps resulting from the ongoing Russian aggression against Ukraine, as well as policy priorities linked to Ukraine’s status as EU candidate country granted in June 2022, the EU is committed to continue providing Ukrainian competent authorities support for the implementation of reforms in the sanitary and phytosanitary sectors. While building on achievements during ILCA 1, this action should concretely support the adoption and implementation by Ukraine of EU acquis in the Sanitary and Phytosanitary (SPS) area, pursuant to chapter 12 of the accession process. The SSUFSCP’s digital transformation and the functioning of its continuous training centre are at the core of Ukraine’s efforts to access the EU. The improvement of Ukraine’s official control system, food traceability and SPS checks at the border are also at the core of the intervention.
